International Forum – 2019
is a platform for various discussions among government representatives, professional and business communities on issues related to safety of tourist industry facilities.

Over 300 participants take part in the event annually, including:

• senators and deputies;
• representatives of federal executive bodies;
• owners and general managers of hotel business assets, investors;
• heads of security organizations of culture and religion, shopping and entertainment centers;
• carriers and owners / operators of vehicles and transport infrastructure.

Demonstration zone:
In the frame of the event the demonstration zone will be presented. Leading domestic manufacturers and global brands will present the best solutions, technologies and systems for security, fire protection and anti-terrorism protection of facilities and territories.


Regulations:
Traditionally, the Forum’s regulations consist of two parts:

Section I.

09.30 - 12.45
Tourist and recreational clusters and tourist visit sites: security & safety, accessibility and digitalization.
1. Cluster approach - the basis for the development of tourist infrastructure (targeted programs and development plans; PPP; tourism cluster as a platform for “smart” technologies development and approaches in the tourism security sphere; cluster approach in the new Federal Target Program “Development of domestic and inbound tourism in the Russian Federation (2019-2025)”).
2. Infrastructure projects in tourism: 
2.1 Development, security and accessibility of transport infrastructure: plans, programs and budget.
2.2. Development, security & safety of tourists visits facilities (territories). New approaches to security at the design and construction stages:
• The new Strategy for the Development of Domestic and Inbound tourism of the North Caucasus Federal District until 2035;
• The development and safety of resort infrastructure in the Republic of Crimea, the Krasnodar Territory and the Stavropol Territory;
3. Foreign and Russian experience in providing integrated security, tourist infrastructure. Practical recommendations and review of advanced cases.
4. Integration of the security systems of the tourism industry in "safe” and “smart” cities.


Section II.

Religious and culture sites, museums. Antiterrorism, threats protection, fire safety.

1. State cultural policy is an integral part of the national security strategy of the Russian Federation. Basic principles, approaches, programmes.

2. Culture infrastructure projects:
• New approaches to security ensuring in the design and construction stage of museums, theatre and educational complexes in Sevastopol, Kaliningrad, Vladivostok, etc.;
• implementation of the “Culture of Moscow” program: measures for the complex modernization, funding, measures and approaches to ensure fire safety and anti-terrorism protection;
• implementation of the St. Petersburg state program Development of Culture and Tourism in St. Petersburg for 2015-2020: best practices and a modern approach to fire safety ensuring and anti-terrorist protection of cultural institutions and their accessibility. Features and requirements for systems and equipment. 
3. Antiterrorist protection of culture sites (territories), including museums: the practical implementation of mandatory requirements (approved by the RF Government on February 11, 2017 No. 176), responsibility, the most frequently committed violations, proposals for further improvement of regulatory legal acts.
4. Features of fire protection of cultural sites, including museums.
5. Features of security ensuring of religious sites:
5.1. New requirements for anti-terrorism protection of religious sites (draft resolution of the RF Government), basic provisions and recommendations for their implementation. 
5.2. Specific features of fire protection of religious sites. Actual issues of practical implementation at the stage of design, construction and operation of facilities.

CASE STUDY:

8. Foreign and Russian experience in creating and ensuring integrated security, fire protection, anti-terrorism protection, as well as digitalization of cultural sites (museums) and religious significance. Practical advice and presentation of advanced cases.

Hotels: antiterrorism security, fire safety and emergencies protection. Migration procedures.
1. The development of the hotel industry in Russia: targeted programs, investments, infrastructure projects.
2. Fire safety and antiterrorism security as a term for mandatory classification of hotels and other accommodations/
3. The practice of designing hotel security and accommodations, issues and ways to improve.
4. Accessibility and safety of hotels and other accommodations for people with disabilities.
5. Digitalization of the hotel industry. Cybersecurity features of the protection, storage and processing of personal data in hotels, issues and solutions.
6. Migration procedures. Practice of execution of the legislation requirements. Moscow experience.

CASE STUDY:

7. Review of modern integrated solutions, systems and equipment to ensure fire protection, integrated security, antiterrorism protection, as well as digitalization of hotels. Presentation of advanced cases of foreign and Russian hotel operators, hostels.

Safety of tourism, health and rest of children.
1.  State policy. Security & safety of tourism in the framework of the Decade of Childhood project.
2. Antiterrorism protection and fire safety of country institutions of rest and recreation for children. Best practices, technology.
3. Features of the antiterrorism protection of camps: practice, issues, mobile systems for providing video surveillance, access control, control of the introduction of prohibited and dangerous items.
4. Children's tourist routes, safety measures, communications, location and navigation.
5. Transportation safety of children organized groups, additional requirements for vehicle safety, tachograph control.

Tourism is one of the main activities of the RF Government for the period up to 2024. Security is the most important term for the development and promotion of tourism in the domestic and foreign markets.
1. The state and prospects of tourism industry development in the Russian Federation, security and digitalization. State policy, legislation and financial support.
2. UNWTO recommendations on tourism security ensuring.
3. Tourist information center as an essential element of security and tourists assistance.
4. The activities of the Coordination Council for the development of domestic and inbound tourism in the Russian Federation to ensure tourism safety.
5. The new Strategy for the development of the tourism industry in the Russian Federation until 2035 (security & safety, accessibility, digitalization)
6. Measures and proposals to remove barriers and simplify procedures, ensure the security of domestic and inbound tourism: 
prospects for the use of electronic visa; 
improvement of migration procedures, simplification of the visa regime, development and implementation of a single biometric identifier for travel;
responsibility for failure to comply with the requirements for the antiterrorist protection of tourist infrastructure facilities;
cybersecurity, personal data protection;
