Tourism Industry Security, №2, 2019 г.

Dear colleagues and guests of the site!

The next issue No. 2-2019, our publication Security of the Tourism Industry, was prepared to coincide with the beginning of the international forum Tourism Security-2019 (May 16, Moscow).

Leading experts in the field of tourism security, owners of tourism industry facilities, representatives of regional and federal authorities, law enforcement agencies, who traditionally spoke about their activities, spoke about the problems existing in the tourism industry and suggested ways to solve them.

The issue contains relevant materials on a number of key problems for the tourism industry.

A very difficult topic is the obligatory classification of hotels to "star".

The problem is that from the analysis of the received appeals, both to the editors of the journal and to the Association “Tourism Safety”, it can be concluded that not everything is clear to the owners of the placements. About exactly what points cause questions - in the new issue.

Starting from this issue, we are opening a new section in which the representatives of the hotel industry will answer the most pressing issues in the field of ensuring comprehensive security (including fire) and anti-terrorism protection, migration and registration records. About the fact that they are disturbed in the above areas, and what solutions they see, read now.

Of course, we could not ignore the topic of the protection and anti-criminal protection of museum exhibits, which, in the light of recent events, does not descend from the mouths of industry representatives. This was discussed at a special interdepartmental meeting at the headquarters of the Association “Safety of Tourism” - such a pressing topic was discussed by key experts in the field of safety, security and anti-criminal protection of cultural objects, including museums. Details about the event can also be found in the current issue.

One of the recent and very important instructions of the Government of the Russian Federation concerning the need to develop standard solutions for the safety of museums on the pages of the publication was discussed by industry experts and expressed an opinion on this topical issue.

Representatives of the largest museums of Russia (Tsarskoye Selo, the State Hermitage Museum, the Pushkin Museum and the Victory Museum) spoke about the measures taken there for anti-terrorism protection and fire safety.

The issue also focuses on the strategy for developing tourism in the North Caucasus Federal District, which extends until 2035. It is important that the issues of ensuring the safety of tourists have found their place among the goals and objectives of the implementation of the Strategy (Section III). In accordance with the document, one of the directions is to ensure the safety of tourists and the operation of tourist infrastructure facilities!

Sergey Chebotarev, Minister of the Russian Federation for the North Caucasus: “It is also planned to create a centralized tourism management system in the North Caucasus Federal District, within which it is planned to create a unified system of information, promotion and monitoring of the quality of tourist services; network of tourist routes and tourist information centers; “one window” mechanism in the implementation of investment projects in the field of tourism ”.

Careful attention is paid to specially protected natural areas, which, in view of climatic conditions, are difficult to fire. In this issue, within the framework of the rubric, the “Preserved Baikal Region” and the “Preserved Polemorye Region” are presented - their leaders told about the fire prevention measures held in their territories, and in particular, which elements are included in the system of fire safety used. We hope that in the next issues, the subject of PAs will be continued - the editorial board of Security of the Tourism Industry magazine already has a number of interview arrangements.

A number of regions shared their experience in ensuring the antiterrorist protection of objects on their territory. Representatives of the Orenburg and Oryol regions told about what steps have been taken in the construction of the regions of the SEC, as well as about what remains to be done. But, most importantly, what measures are being taken to ensure the safety of tourists and tourist infrastructure facilities. And the government of the Voronezh region reviewed the draft federal law No. 371897-7 “On Amendments to the Code of Administrative Offenses of the Russian Federation (in terms of establishing responsibility for non-compliance with the requirements for anti-terrorism protection of objects (territories)” and supports it.

In the section “Safety of Children's Recreation and Tourism”, the Deputy Chairman of the Government of the Republic of Komi, the Minister of Education, Science and Youth Policy of the Republic of Komi, Natalya Mikhalchenkova, not only stated the desirability of amending Government Decree No. 1235, but also made specific proposals.

In recent years, the issues of introducing intelligent control systems and security have become particularly relevant. This causes increased attention.
